Proposition 133 – Direct Primary Election Law HCR 2033 (2023) – Smith
• "Ranked Choice Voting" Ban.
• Specifies that the direct primary election law of Arizona supersedes any contrary law of any charter, law, ordinance, rule, resolution or policy of any city or town.
• Requires the direct primary law to be conducted in a manner that allows each qualified political party to nominate a number of candidates equal to the number of available positions in a given office.
Proposition 134– Legislative District Signature Requirement for Initiative & Referendums SCR 1015 (2023) – Mesnard
• Revises the minimum requirements for the proposals of initiatives, referendums and petitions for statewide measures to constitute a percentage of qualified electors from each legislative district.
• Gets buy-in from the entire state when citizens initiatives are being considered.

Proposition 135 – Governor's State of Emergency Powers HCR 2039 (2023) – Chaplik
• Amends the Arizona constitution to alter the state of emergency issuance and extension process.
• During a State of Emergency, one-third of the Legislature may call for a special session to alter or terminate the Governor's emergency powers.
• Terminates the Governor's emergency powers 30 days after the proclamation unless extended by the Legislature.
Proposition 136 SCR 1041 ballot measures; challenges (2024) – Mesnard/Carter
• Statutorily allows a person to bring an action in the superior court that challenges the constitutionality of proposed constitutional amendments and measures before they make the ballot.

SCR 1044 judicial retention elections (2024) – Gowan
• Constitutionally replaces term limits for Arizona Supreme Court justices, intermediate appellate court and superior court judges with terms of good behavior and outlines conditions that require a vote of retention for a justice or judge.
• Requires an intermediate appellate court judge who is subject to a vote of retention to be elected on a statewide basis.
Proposition 138 SCR 1040 tipped workers; wages (2024) – Mesnard/Wilmeth
• "Tipped Workers Protection Act"
• Constitutionally establishes minimum hourly wage requirements for employees who customarily and regularly receive tips or gratuities from patrons or others (tipped employees).
Proposition 311 – $250,000 State Death Benefit for Families of Fallen First Responders SCR 1006 (2023) – Gowan/Payne
• Requires the State of Arizona to pay spouses or children of a first responder killed in the line of duty, a State Death Benefit of $250,000.
• Establishes a fund and creates a $20 surcharge on criminal penalties for this purpose.
• Increases various criminal penalties for assaulting first responders.
Proposition 312
HCR 2023 property tax; refund; nuisance enforcement. (2024) – Toma/Petersen
• Allows a property owner to apply for a primary property tax refund if the owner documents expenses caused by a city, town or county adopting a policy, pattern or practice which declines to enforce existing laws or the maintaining of a public nuisance.

• Statutorily requires an adult who is convicted of a class 2 felony for any child sex trafficking offense to be sentenced to natural life imprisonment.

HCR 2060 border; benefits; fentanyl; illegal entry (2024) – Toma/Petersen
• Statutorily makes it unlawful for a person who is an unlawful immigrant to enter Arizona from a foreign nation at any location other than a lawful port of entry.
• Outlines requirements for the issuance of an order to return to a foreign nation, civil immunity and enforceability of unlawful immigration laws.
• Prohibits natural persons from submitting false documents when applying for public benefits or emplo
SCR 1012 rulemaking; legislative ratification; regulatory costs (2024) – Kern
• Statutorily prohibits a proposed rule from becoming effective, if the proposed rule is estimated to increase regulatory costs by more than $500,000 within five years after implementation, until the Legislature enacts legislation ratifying the proposed rule.
• Repeals the statutory prohibition on minimum wage laws passed by political subdivisions of Arizona.
• Raises the minimum wage by $1 plus the cost-of-living increase in 2025 and 2026.
• Raises the minimum wage by the cost-of-living amount in perpetuity beginning in 2027.
• Submitted 354,278 signatures. Needs 255,949 to qualify.
• The Legislature submitted SCR 1040 (Prop. 138) to the voters to directly counter this proposition.
• Establishes a constitutional right to abortion.
• Prohibits the state and its political subdivisions from enforcing any law that denies, restricts or interferes with an abortion before fetal viability.
• Allows the performance of an abortion after fetal viability in "specified circumstances."

• Establishes open primary elections in Arizona.
